Sealed item rate bids are hereby invited for and on behalf of Punatsangchhu-I Hydroelectric Project Authority (PHPA-I) from experienced and financially sound bidders from Bhutanese and Indian firms fulfilling the eligibility criteria specified in the Bidding Document for the Work Supplying and installation of CCTV Camera at Bjimthangkha colony, Dam Complex, Adit-I&II of HRT, O&M store, Pothead Yard and Power House of PHPA-I
Eligibility Criteria
The participating Bidders shall fulfil the following criteria:
- Have a valid trade license in Production and Manufacturing, Service or Trade OR trade license with a CDB license (W4) for Bhutanese and a GST registration document OR trade license issued by the municipal corporation/ local authority OR ISO Certificate for Indian Bidders.
- Have the latest income tax clearance Certificates. If such Clearance Certificate is not being issued by the concerned Authority, an authenticated photocopy of the latest income tax return shall be submitted by the Bidder.
- Bidders should have experience in executing at least one work of a similar nature in the last 7 years OR the bidder shall be the authorized Dealer/Agent of the OEM and shall have a letter from OEM indicating their support for the installation, Testing, and commissioning of the Security Surveillance System.
- The bidder must submit at least one completion certificate issued by the previous client(s) for similar work being executed in the last 7 years. Such certificate shall indicate the value, date, and site of works, and shall specify whether they were successfully completed. The value of such work shall be not less than Nu/Rs. 0.8 million.
The Bidding Document shall be available for download from 18/02/2025 to 20/03/2025 at the PHPA-I website: www.phpa1.gov.bt at free of cost.

15.1) To determine the rank of the bidder, the total monthly charges shall be worked out for a mileage of 2000 km. Negotiations will be conducted amongst the first 5 (five) lowest bidder (L1 to L5) to derive the lowest evaluated bid (L1). The L1 bidder will be given the following incentive: a) 5% additional over fixed quoted value for 2000 km travel b) Deploy the vehicle (s) to the Circle/Divisions where the Management has granted additional 300 km. c) Fuel rate worked out for 2000 km shall be kept open upto 2500 km. Abnormal rates as mentioned in Clause 7.2 will be excluded for the purpose of ranking. |
